The projects below are those which SL-JCP’s Board of Directors have decided as viable for implementation in Phase 1 (2020–2023). .

19-01 (GSM-E3W) Green and Smart Mobility
Proponent: T-Plan Inc, Vega Ltd Director(s): Mizobe, Takeuchi (J-SLIP)
Focus
Transforming Sri Lanka’s 3-wheel vehicle sector (over 1.2 million vehicles) into an environmentally friendly, ICT-enabled, safe transport mode. Manufacture in Sri Lanka at Japanese quality, with advanced local ICT services, scalable to other economies.
Status
Alpha/Beta prototypes road-tested in Sri Lanka/Japan. Local supply chain and HR system ready. Production delayed due to COVID-19. Company established in Sri Lanka for implementation and FTI mobilization.
19-02 (AA-Med/i-Geron) Advanced Agro-Medical Hub & International Gerontology Initiative
Proponent: Softlogic Holdings Ltd, Pan-Nippon Development Ltd Director(s): Cassim, Yamaguchi (J-SLIP)
Focus
Linking agriculture and health to create climate resilience and healthy longevity, making Sri Lanka a center for gerontological care. Synergies and disruptive innovations expected.
Status
Land secured; dialogue ongoing; project proposal and business plan drafted. Engagement with 20+ Japanese SMEs and university partners. Investment seminar postponed due to COVID-19.
19-03 (BHN) Tele-Community Creation for Betterment of Rural Lives and Livelihoods
Proponent: BHN Japan Director(s): Gunatilake, Takeuchi (J-SLIP)
Focus
Strengthening rural communities in Sri Lanka’s central hills with disaster-resilient telecommunications, linking disadvantaged communities to the global information highway and enhancing rural services.
Status
Funding obtained for sensor network integration. Pilot site and community identified. Implementation postponed due to COVID-19; project finance status under review.
19-04 (Self-Tec) Technical Skills Development for Self-Enterprise
Proponent: SL-JCP & Partner tbc Director(s): Yabuta, Sugie, Takeuchi (NEW)
Focus
Empowering discharged military personnel and youth from impoverished backgrounds with technical skills for overseas employment and self-entrepreneurship, strengthening Sri Lanka-Japan ties.
Status
Discussions with State Ministry of Defence and private sector ongoing. Project concept refined; engagement with Japanese host communities initiated.
19-05 (IO-CDC) Indian Ocean Centre for Disease Control
Proponent: SL-JCP & Partner tbc Director(s): Yabuta, Cassim (NEW)
Focus
Establishing a transnational CDC in Sri Lanka for the Indian Ocean region, leveraging Sri Lanka’s COVID-19 response as a model for developing economies.
Status
Concept document in development with tech companies and university partners. Related projects (19-06, 19-07) likely in Phase 1.
19-06 (STeP-Care) Sanitization Technologies for Preventive Healthcare

Focus
Distributing a Japanese non-alcoholic sanitizer (stable Sodium Hypochlorite) in South/Southwest Asia, supporting preventive health and clinical trials in Sri Lanka.
Status
Distribution rights secured; negotiations with Sri Lankan partners ongoing. MoU in preparation; logistics and clinical trials being arranged.
19-07 (Hydro-Tec) Advanced Water Purification Technologies for Improved Lifeline Infrastructure
Director(s): Sugie, Dewaraja (NEW)
Focus
Introducing Japanese nano-bubble and RO water purification technology to address CKDU and meet growing water demand in Sri Lanka.
Status
Pilot devices gifted; talks with development agencies ongoing. Investigation into project status and new applications underway.
19-08 (MiniSat) End-to-End Mini-/Micro Satellite Operations & Satellite Data Management
Proponent: SL-JCP & GlobalSat Japan Director(s): Yamaguchi, Cassim (NEW)
Focus
Partnering with Japan to launch mini/micro-satellites for environmental monitoring, epidemiology, logistics, and security, building Sri Lanka’s aerospace capacity.
Status
Project currently in design phase.
